    "content": "those contracts that require international competitive bidding, Kenyans are treated in a manner that shows that they are the citizens of this country. Clause 100 talks about procedure for design competition. This is important for us especially as architects, engineers, designers and people who do creative arts. I am aware that not everybody will require the limitations that I have requested, but those of us who have a direct interest in this Bill, particularly based on our professional backgrounds, I would request this House to indulge us. It does not stop anyone from contributing for two minutes, but it allows those of us who have a lot to say on this Bill to have the latitude we need to expound on the clauses that directly affect us and our people. With those remarks, I beg to move and ask hon. Chepkong’a to second."
