    "content": "The Public Procurement and Asset Disposal Bill, 2014 is one of the legislations to be enacted by Parliament as a requirement under Article 261(1) of the Constitution. As you recall, this Bill was supposed to have been passed last year, but the National Assembly extended the timeline to allow for drafting of a comprehensive Bill and, more so, conduct wider consultations with all the stakeholders. This Bill, as presented before this House, seeks to repeal the current Public Procurement and Asset Disposal Act. In its new form, this Bill will give effect to the provisions of Article 227 of the Constitution by regulating the purchasing by public entities, public sector bodies, certain utility sectors and asset disposal.
