If you look at Clause 158, it allows a candidate to participate in any procurement proceedings without discrimination. The only reservation that I have is the categories of persons included. It just talks of disadvantaged groups, micro and small enterprises, but there is need to specify the percentages and maybe this will come at the Committee of the whole House stage."
