    "content": "privilege to attend a conference of engineers in Tanzania and I was pleasantly surprised as Member of Parliament. I was pleasantly surprised to learn that the total number of engineers in our country, Kenya, is more than twice the total number of engineers in Uganda, Tanzania, Rwanda and Burundi combined. Clearly, we have made major strides in developing our professional services and the professionals have a role to play. The definition of “tender security” is important. We have many aspiring Kenyan business people especially the youth. Some of us standing in this House today started our professional outfits when we were still in our twenties but one of the major impediments was this insistence that for you to provide a tender security it had to be from a reputable bank. Where do you get the collateral? So it is very gratifying to note that in this definition we are now, at least, opening it up so that tender security will not just be confined to bank guarantee but you can also submit an insurance guarantee."
