    "content": "are not going to backtrack on what is happening now, we are setting a bad precedent thatwhen a very important Bill is coming to the Floor of the House, the relevant Committee is not given time to look at it. It is not even in the agenda. So if we allow this to continue especially on the Bills which are constitutional in nature, we are going to lose out in terms of the relevant Committee not being able to talk to experts. We come up with a summary which is meant to guide hon. Members when they are contributing. We want them to contribute from an informed point of view."
