Temporary Deputy Speaker, there may be no Sessional Paper on this and there may be no Sessional Paper when we talk about cultural issues where we say a community can use its own local government like the NjuriNcheke to sort out cultural problems like cattle rustling. The NyumbaKumi initiative has been in place and whether it is accepted widely or not, it is in place and I feel that it is one of the things that can sort out this problem. I can see that my time is running out, but I believe that the solution to the problem of insecurity is with us and it is possible for us to tackle it head on, if only we try to have a local solution."
