    "content": "Secondly, I also want to suggest that the programme on disarmament as suggested by the Chairman should be the first thing to be done. However, as you do the disarmament, there should also be surveillance within our borders of Somalia and Ethiopia. This is because the moment you disarm the community, there is still some proliferation of small arms from neighbouring countries. Therefore, the programme should be in such a way that there is surveillance at the border."
