If the Assistant Minister is insisting that there was no design, surely there were some documents on the basis of which they did the bill of quantities and the construction itself. Is it in order to ask the Assistant Minister to produce the contract, the bill of quantities or whatever documents they used to decide how much the contract should be, otherwise this is a display of the opaqueness of the Ministry?"
