    "content": "Thank you, hon. Temporary Deputy Chairman. This is actually a very good Bill which can even solve some of the problems we have with Sarah Serem. That is because in the pecking order, she has pecked us at position number 43. As you know in Kenya, we have Senior Assistant Secretaries. However, there is no way the Speaker of the Senate will be at the same level with the Speaker of the National Assembly, who is the third in the hierarchy of running the affairs of this country. Two, with regard to the former President and the former Prime Minister, one was elected and the other was elected by Koffi Annan; and, hence, they cannot be the same. Three, the former Deputy President and the former Vice President are not the same. The Deputy President was elected while the Vice President was appointed - you remember going through the bush! Cabinet Secretaries should be upgraded because they come second in command in the Executive."
