If you award a contract and stop it, the person who was awarded the contract is not culpable because he was awarded the contract. So, you have to be ready to pay damages to that person. So, it is the PPOA to weigh the pros and cons of stopping the contract. In this case, it decided not to stop the contract but to recommend further investigations against the people who are culpable to be punished and not the person who has been awarded the contract."
