    "content": "Hon. Temporary Deputy Speaker, we have read in the newspapers about lack of provision by the county governments of development funds. Governors say that they have given enough funds and the World Bank is saying the opposite. This could have not been the case if the Auditor-General had actually looked at these figures. The Auditor- General did not have powers to audit the funds. With this Bill, Governors will have nowhere to hide."
