    "content": "Hon. Temporary Deputy Speaker, lastly, the County Government of Nyeri is supported by all the hon. Members of Parliament from Nyeri County. We entered into an agreement on issues of Form One admissions. That agreement was signed by the Principal Secretary in charge of education on behalf of the Cabinet Secretary (CS). There has been zero outcome and zero compliance on that. Therefore, there is impunity at Jogoo House and what we need to be told is: Who are these cartels that have held executives at Jogoo House captives that they are unable to move? We need to know who is sponsoring this impunity that they cannot comply on a report that is validated by the national Government and by the President himself, and which has been justified by the legal processes that were involved. This impunity needs to be terminated and the Cabinet Secretary in charge should, by latest tomorrow, be telling this country whether he is going to disobey the directives by the Presidency."
