The Teachers Service Commission (TSC) must move with speed and either transfers the teachers or does what is necessary, so that learning can go on in those areas. You have heard other colleagues raise the issue of bursaries. For unexplained reasons, the bursaries that are voted to the Ministry of Education, Science and Technology are not in the Budget for this year. I want to suggest, as way forward, that the Supplementary Budget that we are going to discuss in due course, must include money voted for those bursaries. Otherwise, I urge the Members of Parliament to reject that Budget if it does not contain those bursary funds. Members have a duty to protect funds that are meant to help the less fortunate in the country."
