"content": "Hon. Temporary Deputy Speaker, the background to this is the realization that the Bill of Rights in the Constitution is a mandatory framework for all social, economic and cultural policies in this country. This should be the key driver for public policies, programmes and budgets; the implementation of which will lead to the maximum fulfillment of human rights amongst Kenyans. As the Chairman has already outlined, the process of developing this policy brought out the historical challenges that the country has experienced. It has also brought out challenges such as inequality, poverty, diseases and corruption. Therefore, it has sought to provide a mechanism for implementation that will ensure that countries track the record with regard to human rights and that poor human rights practices are redressed. The policy has identified key priority human rights areas. This has been done through hearings countrywide. They have been categorized as civil and political rights; the right to life; the right to liberty; security of persons; access to justice; right to political participation; right to the highest attainable standard of living and health; rights relating to property; rights relating to housing; rights relating to food; right to clean and safe water; right to clean environment and so on. Those are the group rights that relate to vulnerable groups, that is, women, children, persons with disabilities, older persons, marginalized and minority groups. These are the key areas that have been identified under the policy plan. So, the policy and the action plan list the Government’s commitment to human rights through a broad undertaking. The policy is geared to be implemented within a time framework of five years. It will become the basis of allocation of resources. It will also involve all the key State agencies. We believe that every State actor will, in the process, help to observe, respect, protect and promote fulfillment of human rights. It will be used by the national Government and the county governments to consciously maintain---"
