    "content": "18 Wednesday 2nd December, 2015(A) In this country many Kenyans do not have access to information. For example, majority of university students are not even aware that the Government provides higher education loans from Higher Education Loans Board (HELB). Therefore, the issue of access to information is very critical. It is going to help Kenyans so that in the long run, we can end up--- We know we are all equal in the eyes of God. We might come from different backgrounds and associations, but we are all equal before the eyes of God. Therefore, this policy is critical and will help us in matters of legislation. I am calling upon other departments and Ministries of the Government to develop policy papers for purposes of providing a clear framework when it comes to legislation. We should just come up with legislation, yet we do not have policy papers."
