    "content": "Agenda 21 on environment and development indicated that all levels of education and training needed to be re-oriented towards a more sustainable model of development. It was felt that despite the amount of investment most countries were putting in development and environment, there was lack of information that emanated from lack of investment in the education system that is able to make children at a young age to be sensitive to environmental concerns. As I said, this policy has been in the making for a long time. As you note, Agenda 21 was passed in 1992. In 2005, the UN declared the decade of education for sustainable development that affirmed the important role of education, training and public awareness in achieving the goals of sustainable development. It required member states to integrate Early Childhood Development (ECD) into the education plans at all levels across all sub-sectors of education. Kenya, like many African countries, is very good at ratifying international instruments.
