    "content": "Thank you, Hon. Temporary Deputy Speaker. I thank all the Members for their contributions to this Sessional Paper. We have noted all the issues they have raised, especially on the overreliance of the National Environment Management Authority (NEMA) on licencing and enforcement rather than creation of environmental awareness. As has been said by the Members, this Sessional Paper has taken too long to be formulated and may have been overtaken by the fact that Sustainable Development Goals (SDGs) have been revised. I urge the House to pass this Sessional Paper. I also ask my colleagues to stay in the Chamber because the next sessional paper is wider and would really benefit from their contributions. With those remarks, I beg to move."
