    "content": "32 Wednesday 2nd December, 2015(A) On pollution, I have been at the forefront of ensuring that the Ministry of Environment, Water and Natural Resource brings regulation. That regulation should ensure that any proponent of an investment such as in the extractive sector gives an environmental bond. If they cause degradation, we should retrieve that bond. I am very happy because this policy is talking about the need to have the polluter pay principal inculcated into the same."
