    "content": "Mr. Temporary Deputy Speaker, Sir, as it is now without being amended, it allows His Excellency the President to do the appointment, the way he did. That is not against this Constitution. The law which was supposed to be established according to the same Constitution has not been established by this honourable House. Therefore, there is no vacuum. The law which still exists operates until the Deputy Prime Minister and Minister for Finance brings a new Bill to this House to amend the Central Bank of Kenya Act to conform with the new Constitution."
