Is the Vice Chairperson of the Committee on Health aware that before I left the Ministry, we had developed a policy and a Bill on the National Ambulatory and Emergency Services which will address the questions that Senators Kagwe and Mbuvi have raised? If so, why is it that we are trying to reinvent the wheel when there is already a comprehensive National Ambulatory and Emergency Services Bill and policy that the Ministry should be implementing?
