    "content": "Thank you, Hon. Speaker. Actually, I was on a point of order, but let me now combine the two. First, I wanted to seek your clarification regarding Article 114. This House needs to look for a better way of handling it. When we propose so many Bills that are not very easy for the Budget and Appropriations Committee to transact in good time for us to proceed, then it becomes a challenge. For instance, I proposed a Bill on the amendment to the Appropriation Act. If that Bill is going to go up to next year, it might be overtaken by events.
