    "content": "Hon. Speaker, I want to make two observations. First, if you look at the various legislative proposals, it is important if all of them, particularly Bills, are numbered based on proposals. Members are making very good efforts, but they get frustrated because of the very convoluted manner in which one has to go through to seek approvals. If you remember sometime back, this House was accused wrongly that Members were not making enough legislative proposals. Just listening to my Chairman, Hon. Mutava Musyimi, those 28 other Bills are Bills that are not mentioned as proposals from certain Members.
