"content": "Hon. Temporary Deputy Chairlady, I beg to move:- THAT, Clause 18 of the Bill be amended— (a) in sub-clause (2) — (i) by deleting the word “five” appearing in paragraph (b) and substituting therefor the word “ten”; (ii) by inserting the following new paragraph immediately after paragraph (b) — “(c) has served in a senior management position for a minimum period of five years” (b) in sub-clause (4) by deleting the words “on such terms and conditions of service as shall be specified in the instrument of appointment” and substituting therefor the words “for a period of three years renewable once.” The import of this amendment in Clause 18 (2)(b) is to increase the working experience of the chief executive officer from five to 10 years. It also seeks to introduce a new clause which requires that the chief executive officer of the Board shall have served in a senior management position for a period of not less than five years. It means therefore that, in those 10 years, you must have been in employment and had been in a senior management position for at least five years. This is just in line with the new Jubilee Mwongozo guidelines on State corporations. We are just complying with that to ensure that we have a chief executive officer with adequate experience."
