    "content": "One, the document that I obtained from the Legal Counsel of the National Assembly was that my amendments do not touch on the county functions at all. It was there in black and white. Therefore, this amendment does not mention counties at all. Finally, as you can see the way I have framed it, I have said: “To include any other project undertaken pursuant to Article 187 of the Constitution.” I have not added any other thing. I have not mentioned counties."
