    "content": "This amendment is based on experience we had this year and last year. We have had constituencies where the chairpersons decided that they were elected and therefore they were more important than Members of Parliament. We are therefore removing the requirements for the chairman to submit project and convene meetings. We are giving that role to the entire committee so that the Constituency Committee can submit project and convene meetings."
