It was not approved by the Budget and Appropriations Committee in terms of Article 114 of the Constitution on money Bills. Article 114(2) states “If in the opinion of the Speaker of the National Assembly, a motion makes provision for a matter listed in the definition of “a money Bill---” you can read for yourself.
