Temporary Deputy Chairlady, I beg to move:- THAT, Clause 52 of the Bill be amended in sub-clause (4) by deleting the words “the Cabinet secretary may appoint an arbitrator whose costs shall be jointly borne by the parties” and substituting therefor the words “any of the parties may apply to the Cabinet Secretary to reconsider the Board’s decision and determine the matter”. This amendment is with regard to the issue of arbitration where we want to allow parties in dispute to apply to the Cabinet Secretary to reconsider the board’s decision. If parties are not satisfied with the board’s decision, they can apply to the Cabinet Secretary to reconsider the board’s decision and determine the matter. This is a simple amendment and I request Hon. Members to support it."
