    "content": "Thank you, Hon. Temporary Deputy Chairlady. The Chair of the Constituencies Development Fund Committee is proposing to give parties who may have a dispute, an exhaustive mechanism of settling the dispute. This will ensure that it does not appear like the Board has the final word on any form of dispute. This is in line with international arbitration systems where an arbiter comes in whenever any two parties do not agree. I support the amendment."
