    "content": "On a point of order, Mr. Deputy Speaker, Sir. You will agree with me that there is a deliberate plan by the Government not to respond to the Ministerial Statements we seek here. The Assistant Minister for Water and Irrigation in particular has actually been coming to this House but when time for issuing Ministerial Statement comes, he disappears. On Tuesday and Thursday last week, and today, the Assistant Minister has been in the House. So, I would like to have your direction. In the event that the Assistant Minister does his disappearing act again, can the Deputy Leader of Government Business issue the Ministerial Statement? On the International Day for Safety of Fisheries, the Acting Minister for Foreign Affairs invoked the Vienna Convention not to allow my people, who are friends of Lake Turkana, just to do a peaceful demonstration to prove this point."
