    "content": "Hon. Temporary Deputy Chairman, I want to oppose this amendment. The meaning of this amendment is that development plan will be changed after every five years. I thought that for the stability of every county government, it should go to eight years because our elections are after five years. If every county government comes into position and starts changing the physical development of the county, then there will be no stability. I thought eight years was based on the stability of every county."
