    "content": "We should have a timeline for the duration that an applicant has to wait before he begins to assume that permission has been given. He cannot just simply wait for two days and assume that permission has been given to develop his property. If you read carefully, it says:- “Where an applicant does not receive a response for development permission, such permission shall be assumed to have been given in terms of this Act”."
