"content": "Mr. Speaker, Sir, that first point is very important. In fact, I did a memo long before the hon. Member even thought of asking this Question. The memo said that we should look for land in areas that will enable the Internally Displaced Persons (IDPs) settle in a harmonious way and where there will be no conflict in terms of communities that are not ready to accommodate each other. That is not something that I am just talking about. I wrote about it sometime ago and I hope that we will adhere to what the hon. Member has raised in the programme. I would like to repeat that long before the hon. Member talked about Mau Forest, as the Minister for Lands and a human rights advocate, I, James Orengo, wrote to the President and the Prime Minister of the Republic of Kenya in connection with those who were displaced from Mau and required funds in order to be resettled. I have the correspondence here. After my letter, the Permanent Secretary, Secretary to the Cabinet and Head of Public Service required that a budget be prepared by my Ministry within a fortnight. Thereafter, the Treasury was asked to release funds and up to now they are not forthcoming.
