    "content": "Hon. Temporary Deputy Chairman, what we are considering is sometimes the ability of the developer. Physical planning must take consideration of what is supposed to take place even tomorrow. If you are given permission to put up a building next to an airport and you are told, for example, that you cannot put up more than two stories, the planning has been done in relation to that particular airport. Therefore, we cannot afford to limit the particular person because of the inability of the authority to plan well for a particular county or town."
