    "content": "Hon. Temporary Deputy Chairman, from a practical point of view, I agree with the Committee’s deletion of the first one. We have just been discussing about having permission and then you have to go to other authorities like NEMA where you might take a whole year before you start your actual work. It is good to remove the mandatory five years, but still have the (1) which says “may”, meaning at that point, you may explain why you did not complete within the five years."
