    "content": "On point of order. Mr. Temporary Speaker, Sir. I rise on a point of order on purely a matter of procedure. I support what Sen. (Prof.) Anyang’- Nyong’o is doing but that is not the way to do it. He would require to move an amendment and he does not require to give notice because he is the Mover of the Motion. He has to move an amendment in the normal manner so that then it becomes part of the report for it to be tidy because these are matters that have got legal implications. I request the Chair to direct that he does it in the normal way."
