    "content": "Mr. Temporary Speaker, Sir, I only alluded to the habit of Kenyans. I did not say this specific Commission has done that but I have said that, as a people, we have seen such habits of seeking extensions. I did not say that the CIC is seeking extension through the Committee. Whatever the case, I think, as a country, we must come to a point where if you are given three years, it is something that you knew that you will need to finish within three years. The balance of the implementation of these laws can be done though the established organs in Government; that is Parliament – we are here for that purpose – and whichever existing organ that needs to do its work for that work to be finished. In any case, the Chairperson of the Commission has alluded in public that he is not even interested. Whether it is playing reverse so that you feel pity and extend, I do not know why he did that. It is on record and in the public domain. For me, what is underlining is that we must develop a culture of finishing our job within the stipulated time. As a Commission, if you are given a mandate of five years, make sure you execute it within those five years. Let us deal with the balance after your term has come to an end but do not hope for an extension. I oppose."
