    "content": "input and the new Bill does not have the many issues that we had when we looked at the first draft. I am happy that has borne some fruit. This Bill is replacing the Forest Act of 2005. It is intended to incorporate the provisions of the Constitution that affect this sector. This Bill has erroneously mentioned only one article of the Constitution which is 69 as being the basis of the review. The review is going to be affected by not just Article 69 because it is going to include a new dimension that was mentioned by Hon. Sakaja that allows the private sector to be given concession on public land. That is Article 71 of the Constitution. It is also going to be affected by definition of the different land tenure systems that have been mentioned in the Constitution. We will urge the House to amend the title to include the entire Constitution and not narrow it to the effects of Article 69 of the Constitution."
