"content": "(NEPAD)/African Peer Review Mechanism (APRM), Kenya Office, where she has been since October, 2011. In terms of potential conflict of interest, there were no issues of conflict of interest. The lady does not have any challenges related to Integrity. In terms of vision for this important Ministry, she will be in charge of the entire Public Service. She will be driving all policies cascading all the way to the counties and working closely with the County Public Service. We asked her several questions, especially on her vision on several areas in the service. First, was the issue of staff rationalization at the county and the national levels. As we speak there are disparities on how the officers from the National Public Service and the County Public Service are remunerated. This has created an issue of low morale especially at the national level and she promised to deal with this issue. In terms of public service output, she promised that her vision is to implement performance contracting just the way it used to be done when Hon. Akaranga was in office, and partly when I was also a Minister for a few months and when Hon. Dalma Otieno also served in that Ministry. So, she will implement and entrench performance contracting. In service delivery, we found that this lady was among a group, including former Ministers, who came up with the concept of Huduma Centres that has proved to be very efficient in terms of giving Identity (ID) cards to our youth. They started with giving out 500 cards per day, but now they are able to deliver 4,000 ID cards per day. She also commented a lot on performance contracting that she is going to make real and not in theory or ceremony, the way it is now. In terms of youth empowerment, she promised to work by way of making sure that the youth of this country are empowered, are given the necessary skills to deliver and ensure that they lead better lives like in the other middle income countries. I just want to say that by way of observation, the Committee established that the nominee has significant experience. By way of summary, I just want to confirm to the House that this lady is professionally qualified, she has better skills and competencies to deliver on her mandate and that she has been cleared by the HELB, the EACC, the CID and the Credit Reference Bureau (CRB). I want to confirm to the House that this lady exhibited excellent communication and interpersonal skills. She was extremely eloquent and she understood her staff extremely well. The Joint Committee recommended that:- “Having considered the suitability, capacity and integrity of the nominee, and pursuant to the provision of Article 155(3)(b) of the Constitution and Section 8(2) of the Public Appointment (Parliamentary Approval) Act No.33 of 2011, the National Assembly approves the nomination and subsequent appointment of Mrs. Lilian Omollo for appointment to the position of Principal Secretary in the State Department of Youth and Public Service.” So, I beg to move and I will ask my able Co-Chairman, Hon.
