    "content": "Thank you, Hon. Speaker. This is my “maiden speech” after a long absence from the House during which I was honoured by the people for Homa Bay to serve them as their Chairman, the Orange Democratic Movement (ODM) party. The matter we are dealing with is very serious. I have looked at the documentation presented in terms of the academic and professional qualifications of this lady. Since we started vetting ladies in this Assembly of the people of Kenya, this lady is only comparable to one, Dr. Monica Juma. She is a lady whose way I do not want to stand in. The vetting exercise by the National Assembly is now required to take a very serious direction. You remember when the Cabinet and the positions of Principal Secretaries (PSs) were initially filled, we had issues about regional and ethnic balance which were raised. We thought over time they should be dealt with. The President had a good opportunity to deal with this. I want to raise concerns about issues of marginalised groups. Those issues of regional and ethnic balances still have not been dealt with in the manner we thought they would be. There is even a bigger problem coming up which is the reason I stood up to point out. There is a wrong sense of entitlement being given to communities over various public offices. Kazungu Kambi left his office and in his place we had Daniel Kazungu. Chirchir left his office and in his place we appointed and approved yesterday Hon. Keter. Kosgey left the Agriculture Ministry and in his place we put Bett. Hon. Waiguru left and in her place we put Sicily Kariuki. Engineer Kamau leaves and you swap him with Macharia. If we continue in this manner, there is no way communities like the Ndorobo, Ogiek and others who have nobody to replace will ever serve this country under this regime. I wanted to request the President that as we approve this, we will be alert to those realities so that inclusivity---"
