    "content": "Thank you, Hon. Speaker. As I support this Report, I do not want to dwell on the matter of the credentials of Dr. Muraguri. In front of me is Hon. (Prof.) Nyikal, whom I have a lot of respect for. At one time, he was the Director of Medical Services and the Permanent Secretary in the Ministry of Health. Everyone, in his own way, has his own CV. It does not matter whether you went to Garissa High School or Agoro Sare High School. As long as you passed your exams, that is it. For the first time under this Administration, we have two gentlemen: Dr. Cleopas Mailu, and Dr. Muraguri, as PS. We are moving in the right direction. We are giving that Ministry to people who have knowledge in that field. When we formed the Government, we gave the best banker a chance to head the Ministry of Health. We gave him two PSs – an academician and a veterinarian, Dr. Khadija. We now have two medical professionals who have grown in that Ministry. The newly appointed CS and PS should strive to provide affordable healthcare by implementing the NHIF health plan. Kenyans, wherever they are, whether they are employed or not, should be able to walk to any health clinic and get medical attention. The Ministry should provide universal healthcare through the NHIF. They should also solve the persistent issue of strikes by doctors and nurses in the counties and tell the Governors:- “You cannot replace good doctors in the healthcare system in your counties with your relatives.” I have a very good example. I had a surgeon in Garissa General Hospital from the Nubian community in Kibra but when devolution was introduced, the Governor appointed one of his relatives. That is why the referral hospital is collapsing. They must fix those three."
