    "content": "I do not see the credentials of Dr. Muraguri on paper. He worked under me and apart from those papers, I know what he can do. I recommended him for many things and at no time did I feel disappointed. He performed very well. I am really confident that Dr. Muraguri and Dr. Mailu will both perform well because both of them are competent. Let me say what the Leader of the Majority Party took out of my mouth, so to speak. We cannot talk about healthcare until everybody in this country can walk into a health facility and go home without having to pay a cent from their pockets. Nothing impoverishes families like taking care of a health bill. I am sure it is also impoverishing Members who have to raise money in Harambee to treat sick people. If we get that in place by organising a proper health financing system, because the core of the matter is a health financing system, then it will be good. If they get that right by restructuring the National Hospital Insurance Fund (NHIF) and using it as a vehicle to move us towards universal health care, they would have done Kenya great deal. I am happy that during the interview Dr. Muraguri realised that by ensuring standards and policy across the country in a devolved system where the governors seek a lot of hold is a challenge, but he said it has to be done. Lastly, I want to say something about the face of Kenya before the Leader of the Majority Party goes. Whereas we are happy that Omollo was appointed, I want to say that one swallow does not make a summer. The summer are the appointments we have seen. One or two swallows will not make that summer. We have to look at that but I am satisfied with the Ministry Therefore, I support this nomination."
