    "content": "Thank you, Hon. Speaker for this opportunity to contribute to this Special Motion. I rise to join my colleagues in supporting the appointment of Dr. Nicholas Muraguri as the PS in the Ministry of Health. I have just gone through the Report and I have seen that the Committee which vetted Dr. Muraguri did a good job. They went all the way to file all that Dr. Muraguri has been doing. He has grown up in his a career as a person who has been consistent. He has risen very fast and his experience especially having been the Director of Medical Services (DMS) gives him an upper hand in dealing with matters his new office requires. I strongly believe that he has what it takes to put the health sector where it belongs because as we speak it is in a pathetic situation especially after devolution where we have doctors and nurses going on strike every other day and where we have counties being unable to manage their staff in payments. There is a lot of imbalance in our counties because once devolution set in many doctors were poached from other counties. Transferring doctor from one place to another in the name of balancing for the services they offer becomes a big problem. I pray that with the experience which Dr. Muraguri brings to this Ministry will give him what it takes. This is the knowledge and framework which he will use to put the medical sector in place especially the NHIF which has become a thorny issue in the country. They keep raising fees but the categories to benefit have never been clearly shown. We believe that the elderly, disabled, disadvantaged and those people who are not endowed should benefit from the NHIF. To date, it is a problem because its allocation are in question.
