"content": "Thank you. Hon. Speaker. I want to support the Motion on the appointment of Dr. Muraguri. That is because from the presentations that have been made so far, he is a highly qualified person in terms of technical expertise and experience. At times, it is difficult to replace competence with anything else. The Ministry of Health has had issues. Those issues need to be fixed. He is a qualified doctor. As we talk about the face of Kenya and regional balancing - and those are constitutional requirements - at times - it is good to accept that it is difficult to replace merit with some of those issues. This is a case in point where we are talking about the Ministry of Health. The nominee is highly qualified both academically and technically.
