    "content": "Thank you, Hon. Speaker. I also stand up to support the nomination of Dr. Muraguri. He is a colleague since 2005. When I was an Assistant Minister in the Ministry of Health, we worked very closely. During that time, we managed to pass the HIV and AIDS Control Act and the Tobacco Control Act. I know we have travelled the journey of the Tobacco Control Act but we have not reached the end. Right now, the biggest problem which the tobacco manufacturers are fighting is the pictorial messages on the packets of cigarettes. I am very sure that with Dr. Muraguri in the helm of the Ministry, this will be sorted out. During the time we worked with Dr. Muraguri, we also reached out to the Clinton Foundation and it helped us to employ nurses during that time. That is something that I remember Dr. Muraguri for. Right now, the ministry is grappling with a lot of problems. One of the biggest problems is this whole issue of devolution. I am very sure that with Dr. Muraguri as the Principal Secretary (PS), we will get the synergy and harmony between the Ministry and what is happening at the county level so that issues of our health workers can be taken care of amicably. Like many of my colleagues have said, the second thing is this whole concept of universal healthcare. During the interview and even as we talk with Dr. Muraguri at a personal level, we have asked him to take it as a personal challenge so that we can reform the National Hospital Insurance Fund (NHIF) to give universal healthcare in this country. Finally, right now, we are working on the Health Bill which will be like the “constitution of health” in this country. With Dr. Muraguri as the PS, I am very sure that this Bill will sail through and it will be implemented in the right way. Thank you, Hon. Speaker.
