    "content": "because of the number of women whose names were forwarded to the President at that time, she was not fortunate to be appointed. So, this House has previously approved the two of them, so we did not have difficulties in terms of approving them as we found them still suitable and competent in areas they had been proposed. As I had mentioned, we did receive about two memoranda with respect to Ms. Rose Mghoi Mtambo. The two were objecting her appointment because they said that she was being investigated in a World Bank project. Hon. Speaker, the complaint came by way of a letter. The advertisement that was sent out was very clear. It ought to have been in the form of an affidavit. Since it did not appear to have been received in the manner in which it ought to have come, we found that the complaint itself was incompetent. However, we did put it to her whether she was under any investigation and she said that was in fact news to her. Since there were no attached documents to prove that she was under investigation, we ignored the memorandum."
