"content": "Thank you, Hon. Speaker for allowing me to contribute. I stand to support this Motion and support the approval of the Cabinet Secretaries (CSs). Sometimes back when multipartyism came into this country, even when there was no rain, we would blame the retired President Daniel arap Moi for that. We have reached that stage now. We know very well that health is devolved to the counties. When there is no medicine in the hospitals, we blame the Jubilee Government. We should not sensationalise and make it so much such that it is a song to say that the Jubilee Government is doing this much. It has appointed great men and women and when we voted for this Constitution, we said that 20 per cent of it is problematic. Among it is the issue of gender. It should be progressive. When we have appointed the CS Sicily Kanini Kariuki who has been a PS and being of the female sex, I think we are progressively moving to that direction."
