    "content": "Appointments to Cabinet from the nomination, vetting and to the appointment that this House can do in joint action with the President are public policy decisions. We must make sure that we apply Article 27(8) of the Constitution which comes under the section of the Bill of Rights. As we all know, it is the longest Chapter of our Constitution. It has a policy on non-discrimination. That is why I said that when I rise, I will oppose not because these people are not qualified Kenyans but on principles of equality and freedom from discrimination. This is a fundamental right and freedom. It says very clearly in Article 27(8) of the Constitution:- “In addition to the measures contemplated in Clause 6, the State shall take legislative and other measures to implement the principle that not more than two- thirds of the members of elective or appointive bodies shall be of the same gender.” We are denying women the seven or eight minimum slots which they deserve as a ceiling."
