I am not certain that I have that jurisdiction. So, I will obviously want time to reflect on that very carefully. This is a new provision of the Constitution. I am not certain that I have jurisdiction to enforce this provision of the Constitution with the facts as given in this House alone. I am not certain that I have that power."
