    "content": "I rise to support this Bill, Hon. Temporary Deputy Speaker. I am happy that for once, the law governing forests in this country has provisions in Clause 4, which are dealing with good governance in accordance with Article 10 of the Constitution. I also come from the fringes of the Aberdare ranges and the destruction that I have seen there since I was born has converted a very good indigenous forest into almost bare rock. The people who have been charged with the responsibility of taking care of the forest are the same people who have sold all the trees for timber, charcoal and firewood until there is hardly anything remaining of that forest. Clause 4 is good because it prescribes harsh penalties for the offences prescribed. The first target should be the forest officers who have been contributing to the degradation of our forests."
