    "content": "Mr. Speaker, Sir, if you may advice the distinguished Senator for Lamu to keep his cool. In doing so, fairness has to be at the centre of play. The hallmark of this Constitution is drawn from the holy books and is about fair play at every level. Mr. Speaker, Sir, good practice, common courtesy and etiquette require that in an adversarial system, consultative approach to issues at the mere level of information would make things better. Being on recess, we know that some Members are out while others are on holiday. For instance, our Chief Whip is out of the country on his Christmas vacation while others are out of town.
